ClimateView introduces the Transition Element Framework

A universal framework for cities worldwide planning their climate action strategies.

BAKU, AZERBAIJAN – On November 13 at the Swedish Pavilion, ClimateView proudly launched the Transition Element Framework (TEF)—a pioneering tool that translates sustainability goals into measurable, actionable steps. Designed to bring clarity and transparency to climate action, this open-source initiative was well-received at COP29 for its alignment with the summit’s mission to foster coordinated progress across governments, geographies, and sectors worldwide.

The TEF equips cities and governments with a science-based structure grounded in IPCC mitigation strategies, offering Key Performance Indicators (KPIs) to track progress effectively. By bridging the gap between scientific insights and practical applications, the TEF enables communities worldwide to turn ambitions into concrete plans and action.

The launch event featured insights from a distinguished lineup of speakers, including:

Core Elements of the Transition Element Framework

The Transition Element Framework is built on four core components to streamline and enhance climate planning:

  • Mitigation Compendium: Summarizes IPCC mitigation strategies.
  • Transition Elements: Organizes data into measurable units.
  • Code: Provides data in a machine-readable format for integration.
  • Data Repository: A reliable reference of climate data to support action.
