The Transition Element Framework (TEF) is ClimateView’s open-source initiative, making knowledge from the IPCC actionable. Built on decades of climate science and grounded in real-world application, the TEF provides a standardized, structured framework that enables cities, regions, and nations to embrace their sustainability transitions with confidence.

The TEF isn’t just theory—it’s a proven system, already in use by hundreds of cities worldwide. From 32 local authorities in Scotland to 54 cities in Germany’s Ruhr region, and with 500 sub-national governments set to adopt it through our partnership with ICLEI USA, governments are using the TEF to guide their sustainability transitions.
By connecting cities and governments under a shared framework of transition KPIs, the TEF enables cities to collaborate, track, and accelerate their progress and to build collective knowledge toward systemic decarbonization.
